From the README

Play the First World War month by month on a province map, or run thousands of simulated wars in your browser. Every turning point from the July Crisis to 1923 has outcome odds with their basis (sourced, derived or judgement), reasoning and citations; slow forces (war-weariness, blockade, U-boats, the American build-up, technology, supply) run as monthly equations.

It is a model with judgement-based odds, not a forecast. Units and supply on the map are derived from the model's strength figures, not historical orders of battle.
